"The Chief Designer of the Embarcadero Freeway,
79 year old Arthur Elliot predicts "San Francisco
will stew in its own juice" after tearing down
the double-decker structure that had borne
traffic in and out of the norther part of San
Francisco since 1959. "... Nothing they can put
in there will ever begin to handle traffic. We
offered to spend more money but they wouldn't
cooperate in any way... my instructions were
to go ahead and build a minimum structure,
as cheap as you can. And I did."
