Porter Improved Type Anchor

My husband and I came across this plaque during a visit to Victoria, British Columbia, a city situated at the southern tip Vancouver Island and surrounded by water. The plaque is placed near the entrance to Beacon Hill Park, in front of a very old anchor. The plaque reads:
 
"This anchor is a Porter improved type used by four masted sailing ships in the 1880's. The anchor was found in the Straits of Juan de Fuca and donated in 1961 to the city of Victoria by Mr. H. B. Elworthy of Island Tug and Barge."
