The full inscription reads "S. Comatis de Francheville de L'ile de Wyht". Old French, I think, indicating this to be the ancient borough of Francheville on the Isle of Wight. Certainly this was a thriving place in Mediaeval times, but also subject to French raids, one of which, in 1377, was fatal. But what of another story, the Pied Piper of Newtown? See Link
